Oakland's first library building was erected as a one-story building in 1872, on the southeast corner of 12th and Washington Streets.

It was moved to the City Hall grounds (14th and Washington) in 1878 and raised to provide an extra floor. It opened as the Oakland Free Library on November 7, 1878.
